
In separate statements released by the governments of Germany, Russia, Japan, and France, the conclusion of Yemen's National Dialogue Conference and the approval of the NDC final document were welcomed.
Germany congratulated on Sunday the Yemeni people for the conclusion of the National Dialogue Conference (NDC), stressing willingness to continue to support Yemen.
In his statement, German Foreign Minister Frank-Walter Steinmeier said that the success of the national dialogue in Yemen gives hope that the peaceful transition process will continue, based on the Gulf initiative.
"It is a memorable day for Yemen. Regardless of the harsh conditions and obstacles, the national dialogue conference concluded successfully."
Steinmeier valued the positive steps and tremendous efforts made by President Abd Rabbo Mansour Hadi that have made this success possible, underlining that the German government will continue to support its Yemeni partners to overcome the difficult challenges.
Moreover, Russia’s Foreign Ministry said on Monday that the National Dialogue Conference in Yemen has laid the foundation for stabilization as well as the country’s further development,
“The sides have arrived at the understanding that Yemen should be a secular, modern democratic state, where equality and rights of the population will be guaranteed by new federalism,” the ministry said. “The latter aspect gains special importance amid the urgent need to find a consensus on the problem of South Yemen”.
“We should note the importance of progress made by the Yemenis in the just-ended national forum. In accordance with the initiative of the Cooperation Council for the Arab States of the Gulf(GCC) and the UNSC’s resolutions 2014 and 2051, its participants managed to lay the foundation for stabilization and further development of the Republic of Yemen,” the ministry added.
“We hope that prompt realization of the Conference’s decisions will pave the way for practical resolution of the political, economic and social difficulties facing Yemen, fulfillment of the people of Yemen’s fair aspirations and striving for normal life and better social and economic welfare,” stated the ministry’s report. It added that Russia “will continue to assist Yemen on its way of reforms” both bilaterally and in cooperation with ten states that will guarantee the implementation of the Yemen agreements.
The final meeting of the National Dialogue Conference in the Republic of Yemen took place on January 25. Delegates from various political parties and movements, NGOs, women and youth unions agreed collective decisions on the most important social economic and political issues facing the Yemeni society.
The Japanese Ministry of Foreign Affairs also welcomed in a statement the conclusion of the National Dialogue in the Yemen. The statement read as follows;
“The Government of Japan welcomes the conclusion on January 25 of the National Dialogue in the Yemeni Republic, which had been convened with broad participation from all levels of Yemeni society.
The Government of Japan praises the efforts of the Government of Yemen and Yemeni citizens in tenaciously engaging in the National Dialogue, along with expressing strong expectation that the political transition process will proceed without interruption toward the formulation of a new constitution and the holding of presidential and parliamentary elections, and that domestic stability will be recovered promptly.
The Government of Japan will continue to actively support nation-building by the Government of Yemen.”
Furthermore, France on Monday welcomed the announcement that the Yemeni National Dialogue conference has successfully concluded, noting what was labeled as "a decisive step in the political transition process."
A Foreign Ministry statement noted that Yemen would now set about drawing up a new Constitution "which is expected to affirm human rights." The writing of the new constitution is to begin "without delay," according to the French statement.
Paris also noted "with interest" that the Yemenis have set a deadline of a maximum of one year for holding a referendum to seek approval of the "Fundamental Law" and the holding of presidential and legislative elections.
France also urged all parties to keep up the positive spirit and the current consensus in the period up until the elections and the referendum. French expertise is being made available to Yemen on the writing of the future constitution should Sana'a request assistance with this task.
