Yemeni Government, Benomar, UK Welcome UNSC Resolution 2140 on Yemen

Yemeni government expressed in a statement released on Wednesday its thanks and appreciation of the GCC states and UNSC members for their support to Yemen and for their efforts to move Yemen out of its crisis.

In its statement, the Yemeni government praised the GCC states and UNSC members support to implement the GCC-brokered deal along with pushing Yemen's NDC to finish in success.

The Yemeni government said in its statement that the UNSC resolution 2140 confirmed on Yemen's security, stability, and unity, urging all political powers in the country to work together to finish the remaining tasks of the Gulf-brokered deal and to face anyone who tries to impede the progress of implementation.

The statement also called on all parties to comply with their obligations and to work together in a spirit of a national reconciliation and alignment to build a new Yemen and turn the page on the past.

On the other hand, the Special Adviser to the UN Secretary-General on Yemen Jamal Benomar welcomed on Wednesday the adoption of resolution 2140 by the Security Council.

Below is his statement read as follows;

• I welcome the unanimous adoption of resolution 2140 by the Security Council today. Once again the Council has spoken with one voice in support of peaceful change in Yemen.

• In my last briefing to the Council, I highlighted the remarkable achievement of the Yemenis in concluding the National Dialogue Conference. Nevertheless, I noted that despite real progress in the transition, there has been a systematic pattern of obstruction. I told the Council that the Yemeni people are doing their part, and that they are counting on the Council to do its part.

• I am pleased that today the Council took decisive action in its resolution 2140. The Council recognizes that [and I quote] “the transition agreed upon by the parties to the GCC Initiative and Implementation Mechanism Agreement has not yet been fully achieved” [end quote]. The Council also emphasized [and I quote] that “the transition process requires turning the page from the presidency of Ali Abdullah Saleh” [end quote].

• Today the Security Council sends a strong and clear message to Yemenis. The Council supports the project for peaceful change and democratic governance. The Council also warns that spoilers who seek to obstruct or undermine the transition will be held to account. A sanctions regime and committee is now established under Chapter VII. This is a major development.

• I am pleased that the Council welcomes Yemeni efforts to recover stolen assets as well as the National Dialogue Conference decisions on good governance, including prerequisites for candidates for Yemeni leadership positions and the disclosure of their financial assets.

• With this resolution, the Council is supporting the legitimate aspirations of the Yemenis, including the youth, who fought and continue to fight for deep and meaningful change. The Council commended the leadership of President Hadi, and also noted with appreciation the joined up effort of the international community in support of Yemen, and in particular the important role of the GCC.

• Lastly, I want to underline that I have faith in the Yemenis. I am proud that they have demonstrated to the world that when they come together in the spirit of compromise and cooperation they can achieve the extraordinary.

Also the UK welcomed the UNSC resolution on Yemen, in a statement released on Wednesday read as follows;

Hugh Robertson welcomes move to make sanctions available to protect Yemeni transition

FCO minister for the Middle East, Hugh Robertson, said:

I welcome the adoption of UNSC resolution 2140 which provides for the use of sanctions against those seeking to derail Yemen’s political transition.

Today’s resolution, based on a UK draft, sends a clear message to those wanting to block Yemen’s progress to a better future: attempts to derail the process will result in swift and firm action from the international community, including targeted sanctions and asset freezes.

I would particularly like to commend the role of the Gulf Cooperation Council for its continuing support for the Yemeni transition.
