NDC spokesman: New constitution to top gov’t agenda following conclusion of conference

According to NDC General Secretariat spokesman Hossam Al-Sharjabi, following the close of the National Dialogue on September 18, the government’s first task is expected to be the creation of a draft for Yemen’s new constitution.

Al-Sharjabi added that the drafting process will take three days, and will end on September 21.

The remarks came as part of a presentation on expected NDC outcomes, delivered to the National Issues and Transitional Justice Working Group on Sunday.

“The working groups should focus on constitutional principles, not on executive procedures,” said Al-Sharjabi.

Al-Sharjabi spoke about a proposed methodology for writing the Yemeni constitution, one which gives considerable attention to a reconsideration of Yemen’s current and previous constitutions.

He added that other nations’ constitutions should also be taken into account

“Priority should be given to identifying issues, to field visits and to hearing from experts and the public,” he said.

Regarding visits to southern cities, Al-Sharjabi said, “We should take into consideration guidelines for the visits, logistical complications, costs, and obstacles which the visiting NDC committees may face.

At the seminar, researcher and NDC member Abdullah Mujahid Namran presented a paper entitled ‘From the NDC to Airstrikes in Marib.’ The paper dealt with airspace violations by U.S. drones in Marib governorate. The airstrikes which follow were described as barbaric, with the truth surrounding them left obscured from media outlets and the public.

Journalist and activist Abdul Kareem Al-Khaiwani also presented a paper on torture inside Yemeni jails to the group.
