Working groups make progress in lead-up to opening of NDC’s second session

The supervisory authorities committee - part of the NDC’s Independence of Special Entities Working Group - presented a final report on its recent activities and field visits on Sunday.

The report discussed the degree to which Yemen’s supervisory authorities are financially and administratively independent. Suggestions for constitutional solutions which would lead to completely independent supervisory authorities were also included.

It was recommended that the Tender Commission be made an extension of the Central Organization for Control and Auditing because the latter has governorate branches, is perceived to be more professional and competent, and is expected to assist governmental organizations in adopting good governance principles.

Furthermore, the report demanded the cancellation of republican decrees, including 1995’s republican decree No. 6 on judicial procedures against senior officials at high executive authorities. It was also recommended that constitutional texts which provide immunity for Members of Parliament be amended.

Separately, members of the National Issues and Transitional Justice Working Group’s committees discussed drafts of reports on their recent activities and field visits.

Working Group Vice Chairperson Tayyeba Barakat urged members to finalize their reports on time and to focus on recommendations and proposals which would contribute to the preparation of the group’s final, comprehensive report.

The group’s members will discuss the draft reports on Monday. 

In the meantime, at the Development Working Group’s meeting, university professor Muhammad Halboob delivered a lecture on the former People’s Democratic Republic of Yemen’s economy and southern citizens’ grievances following unification with north Yemen in 1990.
