bin Mubarak: NDC bylaws can overcome any working group obstacles

NDC Secretary General Ahmed Awad bin Mubarak has said that any problems which face the NDC’s nine working groups can be solved either through the NDC’s bylaws or the Commission on Good Endeavors.

“This commission can effect breakthroughs and obtain a consensus on problems which occur at the NDC,” he added during a visit to the Good Governance Working Group’s meeting on Saturday.

“It is stated in the bylaws that decisions shall be made with a 90% consensus among group members, at a meeting which is attended by a minimum of 75% of the group’s members,” he said.   

“The NDC does not concern a special group or political faction; rather, it concerns all Yemeni citizens and societal groups, including the NDC delegates,” he said. “All working groups should comply with the NDC rules for the conference to go in the right direction.”

He added that the withdrawal of a group - the representation of which makes up 5% of the NDC - would not necessarily require stopping the NDC, while also criticizing such an option.

“Withdrawal only affects national consensus. The withdrawal of a group would require the other groups to negotiate with this group and hear its demands so that they could convince it to return,” he added. 

“A working group should refer any controversial matter to the NDC Consensus Committee if there is not a consensus of 90% on an item among a group’s members and if the meeting has at least 75% attendance.”

The Secretary General added that a working group should postpone work on a controversial topic until after the NDC’s second plenary if the group members feel that it would constitute the right decision.

Following his remarks, members of the Good Governance Working Group discussed technical issues and activity proposals with bin Mubarak.
